IELTS for Canadian citizenship: the lowest bar in the system
Citizenship applicants aged 18-54 need CLB 4 in speaking and listening only — IELTS GT Speaking 4.0 and Listening 4.5. No reading or writing requirement, and results never expire for citizenship.

Canadian citizenship has the gentlest language requirement in the whole immigration system: applicants aged 18 to 54 must show CLB 4 in speaking and listening only — on IELTS General Training that is Speaking 4.0 and Listening 4.5. There is no reading or writing requirement, and unlike PR applications, language results never expire for citizenship purposes.

The most useful consequence: the IELTS test you took years ago for permanent residence almost certainly still works. A result that has 'expired' for PR purposes remains valid evidence for citizenship, because IRCC does not apply the two-year validity rule to citizenship applications.
Who needs to think about this at all?
Most applicants already hold a qualifying result from their PR application and never test again. The people who genuinely need a plan are those who immigrated through streams without language testing — some family-class and refugee pathways — or whose documents are hard to retrieve. For them, a single sitting of IELTS General Training comfortably clears CLB 4, and only Speaking and Listening scores matter.
- Check your old IELTS, CELPIP or TEF result first — it likely still qualifies.
- Only Speaking 4.0 and Listening 4.5 matter; ignore Reading and Writing bands entirely for this purpose.
- Completing certain government-funded language programs (such as LINC at CLB 4) can also serve as proof.
- Applicants under 18 or 55 and over are exempt from the language requirement.

Does my expired IELTS result work for citizenship?
Yes. The two-year validity rule applies to PR applications, not citizenship — IRCC accepts older results as citizenship language evidence.
Do I need all four IELTS skills for citizenship?
