CLB 7 requires IELTS General Training 6.0 in every ability — Listening, Reading, Writing and Speaking. It is the single most-cited threshold in Canadian immigration: the minimum for the Federal Skilled Worker program, for Canadian Experience Class TEER 0/1 occupations, and for the Post-Graduation Work Permit for university graduates.

Each ability has its own CLB level; scores are not averaged. To meet a requirement in all four abilities, each skill must reach the required level. Express Entry accepts IELTS General Training, not IELTS Academic.

Why CLB 7 appears everywhere
It is the level Canadian programs treat as functional workplace English, so it recurs as the floor across federal economic streams and now the PGWP as well. The rule that catches people is that it is assessed per ability with no averaging: 7.5 / 7.0 / 6.0 / 5.5 is not CLB 7, because Speaking is short. The weakest ability defines the result.
CLB 7 is also the neatest level to remember on IELTS — a flat 6.0 in all four — which is why it is worth checking your practice scores against it early, before assuming a comfortable margin.
CLB 7 gets you in the door, not to the front of the queue
Meeting CLB 7 makes you eligible to submit an Express Entry profile; it does not make you competitive. Recent draw cut-offs sit well above what a CLB 7 profile typically scores, which is why candidates who clear CLB 7 usually keep training toward CLB 9 rather than stopping at eligibility.
