CLB 9 requires IELTS General Training Listening 8.0, Reading 7.0, Writing 7.0 and Speaking 7.0 — the combination Express Entry candidates call '8777'. It meets the language threshold for the top education and foreign-work-experience skill-transferability tiers, subject to your other qualifications. First-official-language CRS points reach their maximum at CLB 10, not CLB 9.

Why is 8777 the number everyone talks about?
Moving all four abilities from CLB 8 to CLB 9 adds 32 first-official-language CRS points without an accompanying spouse or common-law partner, or 28 with one. It can also increase education and foreign-work-experience skill-transferability points. The total gain depends on your qualifications and existing points; CLB 9 does not guarantee an invitation.
Listening needs 8.0 while the other three abilities need 7.0. A candidate with 7.0 in every module has CLB 7 in Listening and CLB 9 in Reading, Writing and Speaking. Listening 7.5 reaches CLB 8; Listening 8.0 is needed to reach CLB 9 in all four abilities.
How do you close the Listening gap?
Band 8.0 in Listening is roughly 35 correct answers out of 40, against about 30 for band 7.0 — five marks. Those marks are almost always lost in the same places: spelling of answers you heard correctly, plural forms, and the last section's more abstract academic content. Can I use IELTS Academic for CLB 9?
No. IRCC accepts IELTS General Training for Express Entry; Academic results cannot be converted to CLB for immigration purposes.
