IELTS for Canada's PGWP: the CLB 7 rule that refuses applications
Since November 2024, Post-Graduation Work Permit applicants must prove language ability: CLB 7 in all four skills for university graduates (IELTS GT 6.0 across), CLB 5 for college graduates. One weak skill means refusal.

Applying for a Post-Graduation Work Permit in Canada now requires proof of language ability: university degree graduates need CLB 7 in all four skills — IELTS General Training 6.0 in Listening, Reading, Writing and Speaking — and college diploma or certificate graduates need CLB 5. The rule has applied to applications since 1 November 2024, and missing the level in even one skill means refusal.

Two details catch graduates out. First, the accepted IELTS module is General Training — an Academic result from your admission days does not serve here. Second, the requirement is per skill with no averaging: a 7.5 average with one 5.5 in Writing is a refusal, not a near miss.
Why the per-skill rule changes how you prepare
Because the PGWP reads each skill separately, preparation is about eliminating your floor, not raising your average. GT Reading is the usual surprise: its band conversion is stricter than Academic Reading's, so the same raw accuracy earns a lower band. A timed GT Reading paper early in preparation tells you whether you have a real gap or a comfortable margin.
- Sit a timed General Training mock before booking — the GT Reading conversion is harsher than Academic's.
- Check every skill against the table above; your weakest one is your PGWP result.
- Language results must be less than two years old when you apply.

Does the PGWP accept IELTS Academic?
IRCC's accepted IELTS module for the PGWP language requirement is General Training. Do not reuse an Academic score from university admission — book the GT test.
What happens if one skill is below the required CLB?
The application is refused. The requirement applies to each of the four skills individually, with no averaging across them.
Which college programs qualify for the CLB 5 tier?
College graduates must be in eligible fields of study for PGWP eligibility, and the language bar for that tier is CLB 5. Confirm your program's eligibility on the IRCC PGWP page before relying on it.
Can I use the same test for PGWP and Express Entry?
Yes — both read IELTS General Training through CLB levels, and results are valid for two years. A stronger result also earns CRS points later, so it pays to aim above the minimum.
