IELTS for the Canada Provincial Nominee Program (PNP)
Every Canadian province and territory except Quebec runs its own Provincial Nominee Program, and each designs its own streams — and its own language bar. There is no single PNP score: your minimum is a Canadian Language Benchmark (CLB) level fixed by the specific stream you apply under, and IELTS General Training is the test that converts to it. Knowing your stream's CLB, and the exact bands that reaches, is where preparation starts.

Which IELTS do you need for a PNP?
Provincial Nominee Program streams are economic-immigration routes, and like every Canadian immigration program they read IELTS General Training — the result is converted to a Canadian Language Benchmark (CLB) level, ability by ability. IELTS Academic is for study admission and cannot be converted to CLB for these streams, so General Training is the paper to sit for a PNP. Listening and Speaking are identical to Academic; only Reading and Writing Task 1 differ.
Every province and territory except Quebec runs its own PNP, and each publishes the language rule for each of its streams. The stable facts are the variant — General Training — and the mechanism, CLB conversion; the exact minimum belongs to your specific stream. Confirm it on that province's official stream page before you book.

How provinces set the bar: CLB minimums per stream
There is no national PNP score. Each province designs its own streams — for skilled workers, international graduates, trades, in-demand occupations and business owners — and each stream names a minimum CLB level, usually the same level across all four abilities. Because CLB converts to fixed IELTS bands, a stream that asks for CLB 7 is asking for 6.0 in every skill, and one that asks for CLB 5 is asking for Listening 5.0, Reading 4.0, Writing 5.0 and Speaking 5.0.
The pattern across the country is that skilled and professional streams cluster at CLB 7, skilled-trades streams at CLB 5, and semi-skilled or intermediate-occupation streams as low as CLB 4 — but a single province can run all of these at once, so the stream you apply under sets your bar, not the province as a whole. The table below shows the typical mapping; the province's page shows the real one.

Enhanced streams vs base streams
PNP streams come in two shapes, and the difference changes how your IELTS is read. Enhanced streams sit on top of an Express Entry profile: to use one you must already be eligible for an Express Entry program, so you also have to meet that federal program's language minimum — CLB 7 for Federal Skilled Worker, for instance — on top of anything the province asks.
Base (non-Express Entry) streams apply directly to the province and use only that stream's stated CLB minimum. For enhanced streams a higher band is worth chasing beyond the minimum, because the nomination flows through Express Entry, where each extra CLB level earns more CRS points and CLB 9 — bands 8.0 / 7.0 / 7.0 / 7.0 — reaches the top language tier. Check which type your stream is before you decide what band to target.

Practising for the computer-delivered General Training test
Most Canadian test centres offer computer-delivered IELTS, and the on-screen experience — one-play Listening audio with a short review window, on-screen highlighting, and typed Writing with a live word count — is exactly what CD IELTS Prep reproduces. Sitting full timed General Training mocks in the same interface removes the software as a variable on test day, leaving only the language.
Because PNP minimums are set per ability, preparation should be too. The reports page breaks your accuracy down by question type within each module, so instead of re-sitting whole mocks you can see which skill is holding your CLB back — often Reading, where the General Training conversion is stricter — and drill exactly that. Our IELTS-to-CLB converter then shows the CLB level each band earns, so you always know how close you are to your stream's floor.

Typical PNP language minimum by stream type
The common pattern across provinces — not a rule. Each stream owns its own CLB minimum, so treat this as calibration and verify your stream on the province's page.
| Stream type | Common minimum CLB | In IELTS General Training bands |
|---|---|---|
| Skilled worker / in-demand occupation (often Express Entry-aligned) | CLB 7 | 6.0 in every skill |
| International graduate stream | CLB 7 (some streams CLB 5) | 6.0 each, or L 5.0 · R 4.0 · W 5.0 · S 5.0 |
| Skilled trades stream | CLB 5 | L 5.0 · R 4.0 · W 5.0 · S 5.0 |
| Semi-skilled / intermediate occupation (TEER 4-5) | CLB 4-5 | from L 4.5 · R 3.5 · W 4.0 · S 4.0 up to L 5.0 · R 4.0 · W 5.0 · S 5.0 |
| Entrepreneur / business stream | CLB 4-5 where language is scored | from L 4.5 · R 3.5 · W 4.0 · S 4.0 up to L 5.0 · R 4.0 · W 5.0 · S 5.0 |
These are common patterns, not rules — each province designs its own streams and can run higher and lower bars side by side. Enhanced (Express Entry-aligned) streams also inherit the underlying federal program's minimum. Confirm the exact CLB on your province's official stream page; immigration reads IELTS General Training only, and results must be under two years old when you apply.
CLB levels and the IELTS General Training bands they need
IRCC's official equivalency — the part that never changes. Each skill converts on its own, so your lowest module sets your CLB.
| CLB level | Listening | Reading | Writing | Speaking |
|---|---|---|---|---|
| CLB 9 | 8.0 | 7.0 | 7.0 | 7.0 |
| CLB 8 | 7.5 | 6.5 | 6.5 | 6.5 |
| CLB 7 | 6.0 | 6.0 | 6.0 | 6.0 |
| CLB 6 | 5.5 | 5.0 | 5.5 | 5.5 |
| CLB 5 | 5.0 | 4.0 | 5.0 | 5.0 |
| CLB 4 | 4.5 | 3.5 | 4.0 | 4.0 |
For enhanced streams that run through Express Entry, a higher CLB does more than qualify you — it earns more CRS points, and CLB 9 (bands 8.0 / 7.0 / 7.0 / 7.0) unlocks the top language-point tier. Base streams score language through the province's own points grid instead.

Frequently asked questions
Which IELTS do I need for a PNP — Academic or General Training?
General Training. PNP economic streams are immigration routes, and Canadian immigration converts your result to a CLB level — a conversion that only applies to IELTS General Training. Academic cannot be converted to CLB for these streams. Confirm the requirement on your province's official stream page before booking.
What CLB level do provincial streams require?
It varies by province and by stream. Many skilled-worker and graduate streams set CLB 7 (bands of 6.0 in each skill); skilled-trades and some semi-skilled streams set CLB 5 (Listening 5.0, Reading 4.0, Writing 5.0, Speaking 5.0), and a few lower-skilled streams accept CLB 4. Because each province owns its streams, check the exact minimum on that province's page.
Do all PNP streams need the same score?
No. A single province can run several streams with different CLB floors at the same time — a professional or skilled stream at CLB 7, a trades stream at CLB 5, an intermediate-occupation stream at CLB 4. The stream you apply under sets the bar, not the province as a whole, so identify your stream first.
What is the difference between an enhanced and a base PNP stream for language?
An enhanced (Express Entry-aligned) stream sits on top of an Express Entry profile, so you must also meet the underlying federal program's language minimum — for example CLB 7 for Federal Skilled Worker — as well as anything the province asks. A base (non-Express Entry) stream applies directly to the province and uses only that stream's stated CLB minimum.
Does a higher IELTS band help my PNP application?
For enhanced streams, often yes. The CLB minimum only qualifies you; because the nomination runs through Express Entry, higher CLB levels earn more CRS points, and CLB 9 — bands 8.0 / 7.0 / 7.0 / 7.0 — reaches the top first-language tier. For base streams the effect depends on the province's own points grid, so check how that stream scores language.
How recent must my IELTS be for a PNP?
Immigration results generally have to be under two years old when you submit your application, and enhanced streams inherit that validity rule from Express Entry. Plan your sitting close to when you will apply, and confirm the window for your specific stream on the province's official page.
