CLB 4 requires IELTS General Training Listening 4.5 and Speaking 4.0. For Canadian citizenship applicants aged 18 to 54, only these two abilities are assessed — there is no reading or writing requirement — and unlike permanent-residence applications, language results never expire for citizenship.
| Ability | Minimum IELTS GT band |
|---|---|
| Listening | 4.5 |
| Reading | 3.5 |
| Writing | 4.0 |
| Speaking | 4.0 |
Each ability has its own CLB level; scores are not averaged. To meet a requirement in all four abilities, each skill must reach the required level. Express Entry accepts IELTS General Training, not IELTS Academic.
What CLB 4 is used for
- Canadian citizenship, ages 18-54 (speaking and listening only)
- Federal Skilled Trades reading and writing minimum
- Some provincial semi-skilled and in-demand occupation streams

Most citizenship applicants already meet it
If you immigrated through an economic stream, the IELTS result from your permanent-residence application almost certainly clears CLB 4 — and it still counts, because the two-year validity rule that applies to PR does not apply to citizenship. Find the old Test Report Form before booking anything new.
The applicants who genuinely need to test are those who arrived through routes without language testing, and those whose documents cannot be retrieved. For them a single General Training sitting is sufficient, and only Speaking and Listening matter.
