CLB 5 requires IELTS General Training Listening 5.0, Reading 4.0, Writing 5.0 and Speaking 5.0 — the level for college-graduate PGWP and CEC TEER 2/3.

CLB 5 requires IELTS General Training Listening 5.0, Reading 4.0, Writing 5.0 and Speaking 5.0 — note that Reading is lower than the others. It is the language requirement for college diploma graduates applying for a Post-Graduation Work Permit and for Canadian Experience Class TEER 2 and 3 occupations.

Each ability has its own CLB level; scores are not averaged. To meet a requirement in all four abilities, each skill must reach the required level. Express Entry accepts IELTS General Training, not IELTS Academic.

- Post-Graduation Work Permit for college diploma and certificate graduates in eligible fields
- Canadian Experience Class, TEER 2 and TEER 3 occupations
- Federal Skilled Trades speaking and listening minimum
- Some Provincial Nominee Program semi-skilled streams

The Reading band is lower — do not over-prepare it
CLB 5 is the level where the conversion table is visibly uneven: Reading needs only 4.0 while the other three need 5.0. Candidates who assume a flat requirement often spend weeks on Reading they did not need and arrive short in Writing or Speaking instead. Check the table, then plan around your actual gaps.
